Arrowhead Transit’s Ridership Sees Increase in 2024

Arrowhead Transit, the largest rural public transportation provider in Minnesota, has seen significant changes in ridership numbers following the COVID-19 pandemic. In 2019, pre-pandemic, the system reported a ridership total of 722,704. However, the pandemic led to a sharp decline in transit usage due to stay-at-home orders and widespread service reductions. According to the Federal Transit Administration, national transit ridership dropped by 81% between April 2019 and April 2020, with 97% of transit agencies reducing services.

By 2023, Arrowhead Transit’s ridership rebounded to 488,266. In 2024, Arrowhead Transit reports a growth of 2.57%, reaching 500,832 riders—indicating steady recovery as we continue to respond to evolving community needs.

At Arrowhead Transit, we know there’s a lot more riding on us than just people. While we provide essential transportation services to rural Minnesota, we also create jobs, stimulate local economies, and contribute to reducing costs in other areas. In 2025, Arrowhead Transit employs over 130 full-time and part-time bus operators who ensure our services meet the needs of riders across ten counties in northeastern Minnesota. The agency also coordinates more than 50 volunteer drivers for medical rides, helping people get to healthcare appointments they otherwise couldn’t reach.

Our workforce extends beyond the drivers—over 30 full-time administrative staff, 13 dispatchers, and 7 maintenance staff contribute to keeping our system running smoothly. These jobs provide stable income for families in rural communities, while the services we provide help local economies by facilitating access to jobs, education, and essential services.

In addition to our direct impact on employment, Arrowhead Transit supports local businesses by purchasing goods and services locally, further contributing to the regional economy. The fuel and maintenance costs associated with operating 120 vehicles and maintaining 13 facilities across 21,000 square miles create ongoing business for local suppliers and vendors, enhancing the economic resilience of our service area.
